Tier 1 from outside the UK

hi all I need your help. I was on the IGS up until January 2009. I wanted to apply for a further one year on the PWS but because of the maintenance funds situation i had to come back to my country in January.

I wanted to apply for the tier 1 HSMP but just discovered that the bachelor degree will not gain me any points.

Now, my question is, can I still apply for the PWS visa seeing that I have 9 months outside the UK?

1. No u can not as (IGS to PSW) u need to be in the UK and apply before u IGS leave expires.
2. Only the initial PSW can apply from bak home.
