Tier 1 (General) decision deferred

Hi all
I applied for a tier 1 (General) extension recently at a PEO in person but was advised a decision couldn't be reached on that day.

The officer verbally said to me that my application itself was very straight forward and had no issues - single employer, payslips, bank statements - happy with all. He said that the reason for his inability to reach a decision was because my initial grant for leave to remain under tier 1 (general) 3 years ago was first refused and subsequently reconsidered after i requested a review. he had this information available to him on screen but said this " there is an internal procedure in place which requires me to physically review your old file because of the initial refusal before i could make a decision". I have requested the file and once i get it i will make a decision and forward your biometric card to you by courier within 5-7 working days" (i suppose counting from when he gets the file).
he couldn't give me any specific timescales but anticipates it shouldn't take that long and that it was purely routine.

is this normal practice?

what was the reason for initial refusal?
They might not be satisfied with the summary available to them and might be looking into all details available in your file.
If it has been all ok previously.. no need to worry. wait for some time

the reason for the initial refusal was that one of the p60's i submitted in support of my application was considered to be a photocopy and couldn't be awarded points for the claimed earnings. I had no right of appeal because my LTR hadn't expired so i petition them to reconsider the decision on the grounds that the document submitted was an original black & White document. I also included the coloured copy and a covering letter from the accounting firm which issued the initial document.

Since i had no right of appeal i tendered in another application to to extend my post study work visa to continue working. I took the matter further by writing to the then home secretary about my frustrations cc'd my local MP and the manager of the case handler who made the decision.

i had a phonecall in a about a week or so from the homeoffice apologising for my dissactification of the entire process. tier 1 general granted, refund given on my second application. I subsequently wrote to thank all parties concerned for thier assistance. That was it

Hi,
Can you please tell me, how early you booked appointment at PEO?
When I checked in booking page, it shows only 8 weeks time. Can we book earlier than that? If I call them, would it be possible to book earlier than 8 weeks. Non of the dates are available with in this 8 weeks. So I have to apply by post, probably. :(

Hello,

i booked about a month and a half in advance. I must say i did struggle to get a date so i was constantly on the site till i eventually got one in Cardif. I am not sure whether the telephone booking service is still in operation but you might have to double check that information.

I learnt appointments are only allocated for up to 8 weeks per at any given time so i am not sure how it works beyond that.
