tier 1 general to FLR M

Hi,
I have some query about switching route to tier 1 general migrant to FLR m dependent route.
My sister is in tier 1 general migrant for 1 and half year. her visa will be expired on December 2013.
her husband was her dependent but now he got ilr approved long residency
category.
now my sister want to switch her visa to depedent using FLR M form
1.what document she have to provide or both have to provide?
2.can she apply by post or better she have to apply in person ?
3.does she have to provide her progress as a tier 1 general migrant with all necessary docoument ? is it necessary?

generally we can see when student going to extend their visa they need to show previous academic progress.
as a tier 1 general migrant when they go for extend their visa or ilr then they have to show previous financial progress like 35000 per anunun.

so my concern was
if my sister now want switch her visa as a ilr dependant does she still need to show she is earning 35k as with limited company or self employed.
coz after approved her tier 1 general visa she stooped earnings that much.
only she done part time job.
that's why I want to know still she need show her earnings 35k?

she want to show to switch [FLR M ]with her part time job income with 12 month payslip, bank statement, employer letter.
and the rest amount her husband will show with his income
to fullfill 18600 pond
