tier 1 (general ) Jr

I applied for my tier1 general in oct 2013, which was refused due to mistake of the accountant, i was given an appeal to LT ,which i lost in jan 2014, i appealed agaist the decision to UT, which was refused in mar2014, so i applied a new application within 28 days with corrected documents in april,, which got refused,, but HO gave an appeal ,, the court gave me a date in feb 2015 , now i came from hearing today losing it,, judge says i dint have an appeal right but HO gave it by mistake and dissmissed my case. The reason for refusal by HO was jus a miscalculation from thier side. This is very unfair and unfortunate.

my solicitor says go for a JR.My question is what are my options now and can i apply for a tier 2 now during or after my JR.
