Tier-2 ICT dependent to student visa

Hi , I am on Tier-2 ICT visa expiring in Aug 2019 (Currently living in UK). My son is on dependent visa and is currently in the University (BA 1st year) and the Uni is ready to sponsor his student visa for coming years. I understand that there is an online application to get the COS etc. which uni will do. Does he have to travel to India to get visa stamped (vignette) on passport once the COS is issued. ? Can he apply for BRP card right here in UK . Question is really to understand whether he can move from current dependent visa to student visa without leaving UK.
