Tier 2 (ICT) Established staff rules April11

HI ,
Just a small query, regarding the changes to Tier 2 (ICT) from April 11 onwards.
It seems that Tier2 (ICT) - Estableshed Staff is not a category anymore and is relpaced by Long Term/Short term categories .
Question is , these categories seem to have a cooling off period before they can be applied.
For eg, If I was on Established staff category when I left UK , can I not return on a Long term / Short term category before 12 months of leaving UK (or worse 12 months from the date my Established staff visa expires)
