I am in TIER 2 ICT from Jan 2011. Am I eligible for ILR, on my fifth year completion in UK?

No.

You are eligible to switch to a Tier 2 General visa (as you were issued your visa after April '10 but before April '11), provided you switch sponsors and meet the RLMT requirements etc... That visa would qualify you for ILR after 5 years...
