Tier 2 ICT Short Term Staff Partner Visa NOC requirement

Hi Guys,

I am from India and I am going to apply for Tier 2 ICT Short-term Staff Migrant visa, I want to take my wife also along with me and for that I am going to apply for Short Term Staff Partner Visa for her. She is currently working in another company, my employer is telling me to get an NoC letter from her employer else her visa will be rejected. There are some reasons because of which she is a bit hesitant ask for an NoC. Kindly help me on this whether this NoC is required or not. I checked the UK visa site but could find much related to NoC, please guide me.
