Tier 2-ICT short term staff to Tier 2 General Dependent visa

Hello Experts,

I have a situation. I am here in UK since June 2013 (Visa expires June 2014) for 1 year on Tier 2-ICT short term staff visa. My spouse also has Tier 2-ICT short term staff-dependent visa for same period. She is back to home country in Sept 2013 and working there. Her employer ready to send her on Tier-2 General visa. I am unable to apply for Tier-2 General Main applicant because of 1 year cool off period. My questions are as below.
1) Is my spouse eligible to appy Tier 2- General visa before her Tier 2-ICT short term staff-dependent visa expires. Is there any cool off period as in case of ICT- Main Applicant
2) Do I able to apply for Tier 2- General - Dependent Visa and carry on with my Job in UK. Will there be any sponsorship issues?
Is there any cool off period for me to apply for dependent Visa.
3) Do you find any complications in switching visa from Home country as described above. Or can you please suggest
any other way to appy Visa and come to UK.
