Tier 2(Ministry of Religion) to Tier 4 Dependant

Hi

One of my friend has one problem and looking for solutions.
His Tier 2(Ministry of Religion) sponsor license is revoked, not in the list any more.

He was on Tier 4 Dependent visa before switching into Tier 2(Ministry Of Religion).
He has two questions.
a) Can he switch back to Tier 4 Dependent in-country.?
b) How much time he has to find, another sponsor if he can't switch in-country.

What is his spouse studying and how long is the course? At what type of institution is she studying?
