Tier 1 Minors Application

HI,
I am applying for tier 1 for myself and my family.My daughter is 2 yrs old and obviously cannot fill in the form. The current form 08/08 does not mention as to WHO SHOULD FILL IN THE FORM FOR MINORS?. The representatives section talks of firms who apply on behalf but no mention is made if parents can sign in for Minors behalf? Any advise is most welcome.
