Tier 1 PSW whilst awaiting Tier 4 Extension

Dear Members,

My close friend had applied for extension onto Tier 4 Gen. by the end of August and his visa was expiring by 30th September 2011. His date of graguation was 31 October and still he hasn't got his response from HO.

Being graguated at degree level, he is now entitled to Tier 1 PSW. Is there any possibility for him to send a parellal application for tier 1 PSW without having passport which is already with HO for tier 4 extention.

Please advise whether there is any chance to get home office aware about the senario in order to shift the application from Tier 4 to Tier 1 PSW instead?

If the (valid) Tier 4 application has not yet been decided, he may vary his application to Tier 2 (PSW).
