Tier 4 refusal question

Hi

My friend has just been refused a student visa extension due to incorrect, out of date bank statements.

He has no right of appeal and there is no point in administrative review. He made an application 2 months ago but it got returned because it had the wrong sized photos, so he applied again. By this time, his previous visa had expired and he sent the same bank statements by mistake which was out of date because of the new application (but was valid when making first application).
So, as his "new" application was made when he had no valid leave he has not right of appeal.

He was going back home for holidays anyway so it's not a big deal.

He plans on submitting a fresh application back home as a student.

Is there a chance that he will be refused becuase he got rejected here?

What are the implications of his refusal?

if there was not any deception then he ll be ok
