Tier 2 route to settlement in 2019

My younger brother has found work in London accounting firm and they are sponsoring his Tier 2 General Visa. The offer looks good for 55,000£. He is now concerned that 5 years from the date his Tier 2 is granted which should be June 2019, he will not be eligible to apply for settlement.

Just want to confirm the rumors around. A while ago my friend said that all routes to settlement via any Tier 2 visa will cease to exist after April 2018. Can anyone confirm?
