Tier 4 student want to change college

Hi everyone,
Please help with 2 questions:
1) first situation: student came on tier 4 student visa and began study on 21 sep 2009 for year and visa will expire in Nov 2010 – diploma level now student got chance to start Bachelor degree for 3 years with another college and different course and want to start it on jan 2010. Questions: 1. Do student need to apply for new visa? 2. if need, how much money do student need to show on account 1600 or 7200? why? – I read all guidelines but there no stated such situation.
2)And if same situation but if college lost License do student need to apply for new visa and how much money need to show?
