Tier 2 visa fee

Hi

I am going to apply a Tier 2 general visa for myself and my 3 dependents at same time. Is it okay applying dependent visa at the same time the main applicant applies? Also, I would like to know, in worst case, is the visa fee refundable if the visa is refused by UKVI outside the UK?

Please advise.
