Tier 5 Visa (GAE) & Council tax

Hi everyone.
I'm a full time PhD student in Japan and now under a government authorized programme (sort of joint exchange programme) in Liverpool. However, UoL asked me to apply the Tier 5 visa thus I need not pay the tuition fee.
I want to apply for council tax exemption, am I eligible?
My landlord asked me for the exemption certification yesterday, so I want to do the application.

The university will, if eligible, give you a certificate saying you are exempt from council tax. Then hand this to your landlord. I assume that the property is full of students?

Yes the house is currently full of student.
I consulted the council office, they asked me to offer my student certificate in my domestic university. And also a letter from my college. Then they will decide whether to give a exemption certificate.
