tier 4 visa refused

Hai all

one of my friend is been refused visa as his bank rejected the payment. he has provided all his bank details correctly. after a couple of days submitting his application the bank has blocked his account due to fraud transaction which is not made by him. after approaching to bank they him new card which is different from the previous one.
new card details and covering letter from the bank were submitted to the tier 4 office. after a week all his documents and a letter stating the reason for refusing the application were sent to him

does he need to make a fresh application ?
his visa is been expired now.....
please help him

Is his visa refused or HO couldn't charge application fees through his card??

Whatever happened, he must send his application straight away with a covering letter explaining the reason for delayed application.

I don't think he will have any problem. But he needs to make sure he meets all rules for visa extension (valide CAS with english language requirement plus academic progression plus required level of funds).

If in any case his visa get refused, then he won't be given right of appeal. Therefore he needs to make sure that he meets all the extension rules for Tier 4.

I think he will not be refused solely because of out of time application. So send the application again straightaway.

actually HO did not charged any fee and sent application back. HO haven't sent the page with bank details and returned the remaining application form.

is previous bank statement enough or do he need to submit the new one?

can you please let me know the changes in the application as his visa is expired now.

there will be question that"is the application form submitted before the expire date?
