Tier1 Enterpreneur to Tier4 switch

The updated guidance on tier 4 does not allow tier entrepreneur switch it only say tier1(post study work)
any comments please or confirmation?

It is not possible to switch from Tier 1 Entrepreneur to Tier 4 student.
