Tier4 Visa

I am in London on Tier 4 (general) student visa. My current visa expires on 10th Nov 2020. I have finished my A-levels and now been accepted for University in London and the course start date is 1st January 2021.
I would like to know if I can apply to extend my visa from inside the UK or would I have to go back home to apply.

As long as you meet the requirements mentioned here, your should be able to apply for "new" tier 4 visa...

The question was not about whether they can apply, but whether they can apply in the UK or if they need to apply in their home country.

OP, you will need to apply in your home country because the gap between the end of your current visa and the start of the new course is more than 28 days. There have been concessions during the pandemic that allowed some people to apply in the UK even with a 28+ gap, or to stay longer after their visa ended, but it seems reckless to assume these will be in place in November.
