Timelines for Visa + Restricted CoS

Hi Gurus,

(a) non-EU passport holder
(b) I am outside UK (living and working in Dublin, Ireland but do not have an Irish Passport)

I am applying for some UK Based jobs and the common question which HR consultants ask is -- how long will it take you to get the paperwork done ?

Assuming that I clear the interview in UK on 10th Aug and apply for restricted CoS by end of Aug -- if all goes well -- I get the CoS by 15-16th Sept and then I apply for UK Tier-2 Visa on 18th Sept and get it in 3 weeks. By this logic --the time taken from the moment I clear the interview till I get Tier-2 approved should be close to 7-8 weeks.
(a) Am I calculating the duration right or missing something important ?
(b) As I am not in UK -- so I am not eligible for unrestricted CoS. Correct ?
(c) A silly question in the end. :) Assuming that whole process takes 8 weeks. My notice period in the current job is 1 month in Dublin. My idea is to resign once I get the CoS approved and apply for Tier-2 Visa, so that I can join the new job in UK immediately after Visa is approved. (close to 8 weeks after clearing the interview) I know its risky but this will help to cut-short the joining time by a month as no company is ready to wait for more than 2 months in case I think that I resign only after getting visa approved and then serve notice period of one month. Can somone suggest based on his/her experience please ?
