application under process at british high commission

I have applied for my sister visit visa it says

"Under process at british High commission". its been like this for a week now.

i have also heard if the application is under process at BHC then the visa gets refused.

Is it true and how long roughly it takes for a visit visa to come through.

i have applied from Islamabad

It means that the application is being assessed. Nothing more, nothing less.
