ILR Recent changes for dependents- Income thresholds query

7. The changes to the income thresholds (i.e. the minimum income of £18,600 for a couple) only apply to applications for ILR as the spouse of a a settled person. They do not apply for PBS dependents applying for ILR as PBS dependents.

If the main applicant earns >£18,600 a year then does it mean that the dependent(wife) is meeting the above requirement given in this link. Or does the dependent also need to earn an income of >£18,600. Please clarify.
