ILR/ Extension Tier-1

My husband is on Tier1 general. He got two Tier-1 general visa on following dates:-

first Issue date 3rd nov 2008
Second Issue date 25th Oct 2011 till 25th Oct 2013

Altogether he will hold 4 years, 11 months, 22 days. Do he have to apply for ILR / Tier-1 extension

He is planing to apply in person in 2013
