Hi,

UKBA requires that a student must show and have maintenance funds of 9000 pounds. However, if i am going to live with a relative (with will cover accommodation and food expenses - and mentioned on the visa form), will they deduct this value from the 9000 pounds?

On the contrary your relative can act as your sponsor if they can show they have required amount of £9000 to cover your maintenance funds. You would need to prove this with supporting docs at the time of your application.

a relative can only act as a sponsor if they are the students parent or legal guardian.

True i stand corrected sorry forgot to mention that relatives must be your parents/legal guardian you cannot show 3rd party sponsorship (other than your parents) for tier 4 any longer.
