Does UKBA interfare with CAS?

I got offer for my post grad course from a highly trusted sponsore. i deposit the initial money for CAS letter about 20 days ago. When I call to the register office they say i shall get it as soon as possible.

I want to know if UKBA will interfare on the CAS letter? what is the process of issuing a CAS? is there any chance that they may say sorry they cannot issue a CAS etc?

As long as you fulfill all criteria UKBA will not refuse CAS,for eg a valid tier 4 Visa when applying, basis of academic progression, english language etc
