Time and Process for British Citizenship

Hi

I got my ILR in Feb 2008.
Will I be eligible for naturalisation in Jan 2013 or only in Feb 2013 when the exact one year is complete?

Also, does any one has any idea on the time taken for the entire process - naturalisation, citizenship, passport..
