Where was my pp issued

Im filling out an application form to apply for my daughter first passport.
A question is asked: Where was my passport issued.
My passport does not refer to a place of issue.
The only clue maybe be : authority ( 8 ) IPS

Anybody know what I should put for "place of issue"?

Ive already put IPS.

On the online application it tells you to put the authority that issued the passport, that is IPS, the Identity and Passport Service isssue UK passport.
