Very simple answer:

You are EU and you are working --> You wife and children and her children can definitely and easily join you in Germany.

Where are they now? Do they need a visa?

Are you working?

If so you and your wife are entitled to a the normal variety of income support that all Germans can get. The general rule is that if it applies to a German, then it applies to you too.

It only matters that the EU citizen is working (or is doing something one of another allowed options). It does not matter what the family member is doing.

I would suggest you go ahead and apply. There is only a problem is you are excessively dependent on social assistance. I think the general rule I would use is if you are working and still qualify for assistance that a native would qualify for, then you are fine.

Note that I am not an expert in this area!
