To apply for BC, should spouse have PR?

Hi Team, I am not sure if this is a duplicate query but wanted to clarify if Spouse needs to hold a PR before applying for BC under 3 years residential category. I hold BC already and was thinking to skip the PR step for my wife but the requirements section says applicant needs to have hold PR. I am little confused. Pls can you help?

Yes she needs to have PR to apply for BC on the basis of spouse of BC.
