They have until 6 months to issue it, complain hard, carry on complaining, send daily letters/emails. Do not relent, complain until you get results.

Call them and ask politely current status of your application.
Best regards

Have you complained to UKBA? I complained regarding the time it took to receive our passports when we requested them - and once they finally did start looking into the complaint, they processed my application as well! I'd suggest being polite in your complaint, state the facts, make sure that it is obvious from the subject line of your email that it is in regards to an EEA application that is over 6 months old.

Good luck!
EEA2 Application sent: 09/10/2012
Received by UKBA: 10/10/2012
COA received: 19/10/2012 (dated 17/10/2012)
Passports requested: 14/11/12, 28/11/12 & 12/12/12 (email) and 11/12/12 (mail)
Passports received: 17/12/2012
