EEA1 or EEA3

Hello,
My friend is in UK from last 12 years on European Nationality can he apply for EEA3 or he has to apply for EEA1 first than EEA3, please advice someone I will appreciate.

There is no requirement to have applied for a residence certificate first. (EEA3 directly).

Subject to him/her having exercised treaty rights over a continuous period of 5 years during this 13 years period, and have never left the years for a continuous period of 2 years since she exercised treaty right for a continuous period of 5 years. Otherwise your friend could find, he/she is entitled to nothing under community law.

Thanks Obie and Eusimile,yes she is exercising treaty rights from day is come to UK and never left UK for more than 2 months in a year
