is it nessary for PSW holder to be emploiyed by the sponsoring company before getting sponsorship for Tier2,as company do not need LABOUR Market Test.

No, there's no requirement to be employed by the sponsor already. There used to be a rule that 6 months of employment was required in order for the Resident Labour Market Test to be waived but this was changed some time ago.
