I am eligible to apply for Naturalisation by 31 Jan 2014.
Can I apply for Naturalisation one month before ?

No is the answer, You have to wait a full year without immigration restrictions (ILR) before applying for BC and must have been in the UK exactly 5 yrs prior to date of application (3 if spouse of BC).
