This might be helpful for those who are having issues proving knowledge of language with a foreign degree.
As opposed to a few months earlier where they were only requesting 10 points in the calculator for English, now home office wants your degree to earn you at least 20 points in addition to the 10 for English if you want to prove it via print out of PBS calculator.
So instead of using as Tier 2 applicant, use Tier 1 option in PBS. Also see email below from UKBA which confirms what I've said earlier. If you complete all the sections in the PBS it lets you download a summary in pdf which has pages giving evidence for both qualification and english and you can take a print out of this and show as proof as long as your degree gives you at 20 points or more for qualification and 10 points for English.

"If using a qualification as evidence of English language component of the KOLL requirement, the qualification must be confirmed by UK NARIC to be comparable to a UK degree, and have been taught in English. We will accept a print from the points calculator, as UK NARIC confirmation, but the print must show that the degree is comparable to a UK degree and was taught in English. The print must therefore show that the qualification was awarded 20 points or more (to compare to a UK degree), and an additional 10 points for English.
By accessing the calculator as a Tier 1 (General) migrant, both sets of points will be generated (provided both apply)."
