Help - no birth certificate

My father wants to apply for OCI/PIO

He was born in India and came to the UK in 1959, travelling on his Indian passport. When he took British citizenship, the home office never returned his Indian passport to him. This means he cannot apply for a surrender certificate.

Problem is he does not have his birth certificate.

What would be the documents he needs to apply for OCI/PIO?
