Can someone who is running the post office counter signed

Hi Everyone, I need to get counter signed my child first british passport. The person who is agree to sign is my previous landlord who know me for 7 years. He is running the post office and is a propritor of the post office. Can he counter signed the passport form and photo? I rreally need to travel and just stuck with the counter signatury... your valuable prompt advice would be much appreciated.
