Age limit and English requirement

I heard sometime ago that the Uk government was about to introduce a minimum age limit of 21 for settlement into the UK and require that the spouse needs to speak a decent standard of English before EC is granted .
This rule was targetted mainly at Indian subcontinents applicants.

Is this true and when is it likely to come into force?

considering that most indian sub continent applicants speak very good english, ( look at all the outsourcing companies setting up there) id say this was targetted mainly at people coming to the uk without any knowledge of english and then not integrating fully with the rest of society and not any specific country - that would be dearly beloved
