Your wife need to be exercising treaty right in order to sponsor you for a EEA
FAMILY PERMIT.
Treaty right as :
- a worker
-self employed
-self sufficient without recourse to public funds + CSI
- student + csi + funds
As your wife is not employed qnd claiming benefit you have been refused Eea family permit.

I don't think that the Home Office will accept that someone has been a job seeker since 2012! Can't she find some kind of job? As long as she is working part-time you will be able to get your EEA family permit.

You could exercise your right of appeal.

Your case and history seems complex.

Cannot make sense of it. Not sure your ex wife had secured PR prior to your divorce.

Don't forget that if EEA family member is accompanying the non-EEA national to the UK, the EEA national does not need to be a qualified person and the family permit should be granted.

I am not sure this is the case.

The Initial right of residence under regulation 13(2) or the right of entry under regulation 11(2) is not applicable in this case, as it seems like the EEA national is already here.
