Passport lost - is it possible to apply for ILR?

A friend of mine lost his current passport while preparing to apply for ILR. Getting a replacement is going to take a while. He still has his previous passport with the entry clearance. Is it still possible to apply? The Set(O) form seems to allow to explain why required documents such as passport were not provided.
