Anyone making a Tier 4 application this week?

Can you confirm at what point the new health charge is paid in an online Tier 4 application? It was introduced yesterday but it does not appear to be mentioned anywhere on the application before the payment stage.

Is it simply added when the applicant authorises the payment?

An anonymised screen shot of any reference to the health levy would be very useful.

Does Everybody has to pay this?

For instance, A person who was granted Tier 4 visa from 2013 - 2019 ?

It looks like people who are going to make new application from overseas/extending leave to remain within UK are liable to pay charges ( If I am correct)?

A visa extension will incur a NHS surcharge to cover the period extended. i.e for a student the charge will be £150 per year

Yes, I agree.

But Tier 4 students who already got visa before April 2015 are exempt. They don't have to pay now as the visa was granted before the
rule came into effect (Source: UKVI Customer service and UKCISA helpline).
