Tier 2 Visa cancelled

Hi, My spouse came to UK on a student Visa. For extension, he appeared for TOEIC test, and got his visa extended. Later he got his PSW and I was his dependent. Before my leave to remain expired, I got a sponsor for Tier 2 general(employer sponsored visa) and my job comes under shortage occupation. I was issued Tier 2 General from India and I had entry clearance done.

The problem arises when my spouse made PBS dependent application. Home office refused to issue visa for my spouse, raising concerns of his Toeic test, with no right to appeal. The most unfortunate thing is, they then cancelled my Tier 2 Visa. My visa is not issued within UK, how can home office cancel my visa? I am unsure of what to do now. Kindly advice. Thanks.

The home office can cancel a UK visa issued outside the uk.

What reasons have they given? Do you have a right if appeal?
