Eu4fam and student visa UK

Hi everyone. I have a question. I'd appreciate your responses.

What if someone who holds Ireland's residence card (non EU) wants to go England to start university. I do understand that people in possession of eu4fam need to get visa from the UK in order to enter. But I was wondering if they'd need to obtain Tier 4 student visa as well?

My daughter did her GCSES, A levels and half of her university level degree from the UK but now she's here in Ireland on Eu4fam. She got her masters degree deferred for a year. Now she's planning to resume the same. What options does she have? We tried getting her transferred to an Irish University but the educational system tends to be very unfair towards students who've done A levels from the UK.
I would be highly obliged to you guys if you could guide me on this.
