ILR for children who came to UK before July 2012

ILR for children who came to UK before July 2012

Hi

I got ILR in November - 2013 before that I was in Tier 2 ICT visa.
But my wife has not yet got ILR b'coz she does not meet the english language requirement.
I know children cannot get ILR until both parents do but I have come across the below in the UKBA rules

Paragraphs 319F-319J of the Immigration Rules have been changed so that a child cannot be granted ILR as the family member of a PBS migrant until both parents have been or are being granted ILR. However, the rules have also been changed to provide a route of entry for the child of a PBS migrant who has ILR and a PBS dependent partner who is still serving their probationary period for ILR.
Transitional arrangements are in place to allow children who were granted leave before 9 July 2012 as the child of a PBS migrant to get ILR in line with that migrant, provided the other parent is lawfully in the UK or being granted leave at the same time as the child.

According to this it appears my children who have been in UK before July 2012 should be eligible for ILR. Please can you clarify.

Can children apply for ILR independently

I have ILR, I believe my child qualifies for ILR. So I want to apply for my child for ILR seperately.

Does anyone know the process, which form should be used. Please answer.

What is the age of your child? Under what route have you achieved your ILR?

I obtained ILR through PBS route, I was in Tier 2 ICT before.

What's the status of child's other parent?
When did child initially apply for leave as your dependant?
