EEA family permit

Hello guys . I'm going to apply with my wife for eea family residance . But my wife she needs to go for holiday in september to her home can we ask the home office on that time for they give her the passport for travel or I can apply for her for driving liecnce and we apply with it or they need passport .
She don't have id and they wont make it for her here . She needs to get it from poland

You are applying for an EEA registration Certificate or permanent resident document right?
