one of the person got a working holiday maker visa and mentioned that he shoudnt work one year out of this two year vis period. is that first one year OR the second year. pls help

It is not as simple as that.

In practice you must not wok more than 12 months in the 24 month period. You can break it up however you like. So for example you may wish to work the initial two months and then not work again for several months and then go back to work. So long as you don't exceed 12 months work you are complying with the terms of the visa.

In practice this is almost impossible for the Home Office to police. Although I would always advise sticking to the letter of the law, the reality is that most people I know on 2 year working holiday visas work the full 2 years without any problems.
In a few years time we'll look back on immigration control like we look back on American prohibition in the thirties - futile and counter-productive.
