When is the best time to apply spouse visa

Hello I’ve received my 6 months payslips today is it possible to submit the application online today. Thank you.

Check if you have all necessary documents first and only then submit the application (payslips, letter from the company, bank statements etc.)

To fill in the application online is not difficult, just make sure you have everything first.

If all your bank statement and payslips will not be dated older than 28 days from date of application, then go ahead.

Thank you one last question do I need to do application in the library where I can print it or can I do it from home then go print in Internet cafe /library

You can print application at anytime - it allows you to save it as PDF which can be emailed to yourself and printed later. So can do either.

Just a quick question in my employer letter it states the number of hours and confirm when my employment commence. On my employment contract it stated how much I’m earning a year. Do you think it’s ok to send employment letter with job contract even though the letter didn’t state how much I’m earning a year?

No, I don’t think it’s ok. In the financial guidance to Appendix fm, it is written that a letter from employer should confirm:
The length of the person’s employment
The gross annual salary and the period over which it has been paid at this level

You have got most answers already, so I am going to add a generic advice. Never assume HO will double check anything with you. If you submit inaccurate information, they will most likely reject you application and you will either have to wait for around 1.5 years for an appeal (provided you have a strong case) or pay again and reapply. I just went through the same process and chose the latter.
