Can a wife of Irish spouse with UK family permit visit Ireland

Hi everyone, my wife recently got her UK family permit and we are moving to England in a few weeks. I am Irish and we would like to visit Ireland to visit family for a few days. It looks like we need to get her a short stay C visa or does anyone know a way to avoid the visa?

She is not visa exempt unless she has a residence card that states: “Residence card of a family member of a Union citizen”. See here: http://www.inis.gov.ie/en/INIS/Pages/Fa ... s+citizens.

An EEA FP is not a residence card.
