This is what you need to do:
https://www.gov.uk/family-permit
The EEA family permit is free [of charge].
Contact the UK embassy in latvia (you).
Tell them you are an Italian and married to a NON-EU national, and you want you spouse to join you.
Provide the documents listed here:

Contact them to ask for a direct appointment, which should be given quickly.
Then your spouse will go there and make the application with the documents from the link above.

They may have been backed up by evidence that the sponsor was working in the host country, but there are several reports of such entries.
