Schengen Visa Refund

I am UK Citizen and my Wife is non EU Citizen,we are visiting Belgium again next month.This time we are making a postal Schengen Visa Application as she has had a previous Schengen Visa for Belgium.She is exempt from paying the fee for the Visa..however at the online checkout she is being billed the full fee for the visa.I contacted TSL Customer Services and they informed me that the Belgian Embassy would refund me the price of the Visa that she should be exempt from paying..has anyone had any previous experience with the postal application process and the Refund scenario.
